Cloud Technical Project Manager - 1 year contract
A leading global financial institution is seeking a Cloud Technical Project Manager to join their APAC IT Production team in Singapore. This pivotal role will see you at the forefront of cloud adoption and DevSecOps initiatives, driving transformative projects across more than ten countries in the Asia Pacific region.
What you'll do:
As a Cloud Technical Project Manager based in Singapore, you will be responsible for orchestrating the successful delivery of cloud transformation projects throughout the Asia Pacific region. Your day-to-day activities will involve close collaboration with cross-functional teams including infrastructure specialists, platform engineers, architects, DevSecOps professionals, and country representatives. You will translate high-level strategic objectives into detailed implementation roadmaps that address both technical requirements and business priorities. By leveraging your analytical skills and financial acumen, you will ensure that all initiatives are executed within budgetary constraints while maximising value from existing investments. Your ability to communicate complex concepts clearly to executive audiences will be essential as you prepare presentations for senior management and participate in key governance forums. Success in this role requires a blend of technical depth, structured problem-solving abilities, strong interpersonal skills, and a passion for delivering results through teamwork.
- Translate centralised cloud strategy and architectural direction into pragmatic regional implementation models suitable for diverse APAC environments.
- Assess current infrastructure, application landscapes, platform capabilities, and country-specific constraints to identify practical opportunities for cloud adoption.
- Define building blocks for cloud adoption, target-state patterns, and reusable approaches that can be leveraged across multiple countries to ensure consistency and efficiency.
- Partner with DevSecOps experts to track DORA metrics and champion continuous improvement initiatives throughout the region.
- Collaborate with regional teams to align cloud adoption plans with existing technology refresh budgets or highlight new budget requirements supported by robust ROI analysis.
- Utilise advanced Excel skills to perform financial analysis, track budgets, model investment scenarios, and support cost-conscious decision-making processes.
- Identify opportunities to leverage planned technology refresh cycles to accelerate cloud modernisation without incurring unnecessary incremental costs.
- Structure and coordinate multiple concurrent cloud adoption workstreams across different countries, ensuring effective planning, risk tracking, governance, and execution follow-through.
- Prepare clear, structured presentations for senior management, steering committees, and regional governance forums to communicate progress and secure buy-in.
- Represent the project confidently in meetings with senior stakeholders while supporting leadership in framing proposals and providing regular updates on execution.

- Extensive experience managing technical projects or programmes within infrastructure, cloud transformation, platform engineering or enterprise architecture environments over several years.
- In-depth understanding of cloud adoption strategies, migration patterns, infrastructure modernisation techniques, automation practices, DevSecOps principles and platform engineering concepts.
- Proven ability to engage technically with architects and engineers while also translating discussions into business-ready decisions that resonate with non-technical stakeholders.
- Demonstrated experience working across multiple countries with distributed teams under regional or global governance models within large organisations.
- Track record of preparing high-quality presentations for senior management audiences including steering committee materials and executive-level communications.
- Excellent communication skills combined with 8-12 years of relevant experience including at least 5 years directly involved in technical project delivery related to Cloud or Infrastructure Platform Engineering environments.
- Advanced proficiency in Excel enabling you to conduct detailed financial analyses supporting cost-conscious planning and investment modelling.
- Familiarity with banking-sector regulatory frameworks along with experience embedding controls into technology programmes is considered advantageous but not mandatory.
