A unique opportunity awaits for a Curriculum Manager to join an internationally oriented, practitioner-focused organisation headquartered in Singapore. This role is perfect for someone who thrives in a mission-driven environment and is passionate about supporting governments worldwide through impactful training programmes and knowledge creation.

You will be part of a small, highly collaborative team that values collective effort, open communication, and the absence of office politics.

  • Join a globally connected team with extensive practitioner experience and a strong commitment to nurturing good governance through training and partnerships.
  • Enjoy a collaborative workplace where silos are eliminated, office politics are not tolerated, and every member’s contribution is valued in achieving shared goals.
  • Benefit from flexible working opportunities, ongoing training support, and the chance to work on projects spanning multiple countries and cultures.

What you'll do:

As Curriculum Manager you will play a pivotal role in shaping the Academy’s training offerings by designing innovative curriculum materials that address real-world governance challenges.

  • Design and develop proprietary curriculum materials such as case studies, teaching slides, simulation games, facilitation guides, and digital learning objects by scoping learning objectives, structuring content flow, and coordinating production and review cycles.
  • Lead and project manage the end-to-end development of curriculum and learning content by coordinating developmental workstreams across various partners and stakeholders to ensure timely delivery aligned with project milestones.
  • Oversee the design and production of online learning content while ensuring alignment with adult learning principles and pedagogical models; collaborate with Learning Management Systems (LMS), authoring tools like Elucidat, and SCORM standards to create engaging digital experiences.
  • Manage relationships with external experts, consultants, and vendors by identifying suitable partners, overseeing deliverables, and ensuring quality as well as pedagogical coherence with organisational standards.
  • Review, edit, and quality-assure materials developed by external contributors to maintain consistency in tone, structure, and instructional quality across all outputs.
  • Maintain and update the repository of curriculum content including case studies and digital learning assets to ensure accessibility for trainers and participants.
  • Track emerging training needs and curriculum gaps based on feedback from participants, trainers, and partners; recommend updates or new content development priorities accordingly.
  • Contribute to the preparation of presentations, proposals, and reports relating to curriculum development for senior stakeholders and partners by synthesising information into clear written formats.

What you bring:

Your proven experience as a Curriculum Manager will demonstrate your capacity for both hands-on content creation and effective project coordination across multiple stakeholders.

  • At least four years’ relevant experience in curriculum development or instructional design within public service, higher education or professional training contexts is essential for this role.
  • Hands-on experience developing curriculum content both independently as well as managing external experts or vendors engaged in outsourced workflows is required.
  • Proven ability to coordinate multi-party projects involving several partners with different timelines while ensuring high-quality outcomes is necessary.
  • Demonstrated expertise in online learning module design using common authoring tools such as Elucidat; familiarity with Learning Management Systems (LMS) management; application of SCORM standards for interoperability is expected.
  • Native fluency in English (written and spoken) is crucial for developing high-standard knowledge products as well as communicating effectively with internal/external partners.
  • Strong intellectual capabilities enabling you to grasp concepts across diverse topics; synthesise ideas; articulate them cogently in writing are vital skills.
  • Motivation to achieve excellence coupled with willingness to learn by doing; openness to feedback; proactive approach towards completing tasks on time is important.
  • Belief in the organisation’s mission/goals is fundamental—skills can be learnt but genuine motivation drives success here.
  • Adaptability/resourcefulness allowing you to go beyond your job scope; find solutions in response to new challenges/opportunities is highly valued.
  • Ability to effectively multi-task by managing several concurrent projects with different partners/timelines whilst paying close attention to details is required.
