A leading organisation in Singapore is seeking a Site Planning and Management Manager to join their dedicated team focused on shaping the future of senior community care facilities through strategic site planning and collaborative partnerships with government agencies and stakeholders. You will be at the heart of strategic decision-making, collaborating with ministries, agencies, and diverse stakeholders to co-design spaces that enhances livelihood of the community.

What you'll do:

As a Site Planning and Management Manager, you will play an integral role in shaping how community care services are delivered across Singapore.

  • Collaborate closely with ministries and agencies to conduct capacity planning and inject additional resources, ensuring that community care services remain adequate and responsive to evolving needs.
  • Develop comprehensive plans for strategically locating community care facilities throughout Singapore, creatively utilising innovative space solutions to address land scarcity while maximising accessibility for seniors.
  • Establish frameworks for conducting thorough assessments of potential sites, determining their suitability for new or expanded community care facilities based on multiple criteria.
  • Analyse demographic data alongside community needs to inform both planning decisions and site assessments, ensuring that every facility is optimally placed to serve its intended population.
  • Engage with a wide range of stakeholders—including government bodies, service providers, and local communities—to co-design and co-develop functional facilities that enhance care delivery for seniors.
  • Prepare detailed papers, reports, and presentations aimed at securing approvals from senior management and relevant ministries, articulating the value and necessity of proposed initiatives.
  • Manage budgets effectively while overseeing key project milestones and implementation plans to guarantee timely delivery of new or upgraded community care facilities.
  • Lead a small team responsible for executing site planning functions, providing guidance, support, and mentorship to ensure collective achievement of organisational goals.

What you bring:

To excel as a Site Planning Manager, you will bring proven experience in developing strategic plans for facility locations within complex environments such as community care or public sector settings.

  • Bachelor’s degree in urban planning, public administration, business administration, facility management or other relevant field is required for this position.
  • Demonstrated track record in site planning and management within either community care services or the public sector is highly desirable.
  • Proven experience in policy operationalisation coupled with strong project management capabilities is essential for success in this role.
  • Exceptional analytical abilities are needed along with proficiency in writing papers and making informed decisions based on data analysis.
  • Outstanding communication skills are vital for effective collaboration with diverse stakeholders across various levels of responsibility.
  • Excellent interpersonal skills are required to build trust-based relationships with partners from different backgrounds.
  • Ability to work dependably both independently and as part of a team within a fast-paced environment is important; flexibility and resilience are key attributes.
  • Strong stakeholder management skills are necessary to facilitate inclusive discussions and drive consensus among all parties involved.
