A leading organisation in Singapore is seeking a dedicated Assistant Manager, Human Resources and Administration to play a pivotal role in supporting comprehensive HR operations and office administration. This position offers you the opportunity to be at the heart of HR systems management, recruitment, learning and development, statutory compliance, and general administrative support.

What you'll do:

As an Assistant Manager Human Resources and Administration you will be entrusted with a broad spectrum of responsibilities that span both strategic HR functions and essential office administration duties. Your day-to-day activities will involve acting as the key user for SAP SuccessFactors, ensuring data integrity across all employee records while driving improvements in HR systems. You will manage recruitment cycles from start to finish by partnering with hiring managers to fulfil staffing needs efficiently. Your role extends into learning and development where you will conduct thorough Training Needs Analyses with stakeholders before coordinating impactful training programmes. Statutory compliance is another critical aspect; you will handle market surveys such as those required by MOM or Mercer while guaranteeing timely submissions. In addition to these core areas, you will support the full employee lifecycle, from onboarding through offboarding, and provide guidance on HR policies or payroll queries. Office administration forms part of your remit too; you’ll oversee vendor relationships, streamline administrative processes, assist with budgeting exercises, prepare reports for leadership teams, and contribute meaningfully to various HR projects.   • Serve as the primary user for SAP SuccessFactors by managing employee data, generating reports, overseeing workflows, and ensuring system accuracy at all times.
  • Support continuous improvement initiatives for HR processes and participate actively in system-related projects to enhance operational efficiency.
  • Manage the entire recruitment process from job postings through candidate screening, interview coordination, offer preparation, and onboarding.
  • Collaborate closely with hiring managers to understand manpower requirements and deliver timely hiring solutions that align with organisational needs.
  • Maintain accurate recruitment data, metrics, and reporting to inform decision-making and track progress against targets.
  • Conduct Training Needs Analysis (TNA) with stakeholders to identify skill gaps and coordinate relevant training programmes for employees.
  • Administer training logistics including attendance tracking, record maintenance, cost monitoring, report preparation for audits, and management review.
  • Coordinate statutory surveys such as MOM and Mercer submissions by ensuring data accuracy and adherence to strict submission deadlines.
  • Support compliance with local labour laws by maintaining up-to-date knowledge of regulatory requirements and assisting with related documentation.
  • Oversee office administration matters including vendor coordination, administrative processes, budgeting support, reporting tasks, management presentations, and ad hoc HR projects.

  • Diploma or Degree in Human Resources Management, Business Administration or a related discipline is required for this position.
  • A minimum of 5–8 years’ hands-on experience in both HR operations and office administration within Singapore is essential.
  • Demonstrated proficiency in SAP SuccessFactors including employee data management, reporting functions, workflow oversight, and system accuracy is mandatory.
  • Proven track record managing end-to-end recruitment processes encompassing job postings, candidate screening, interview scheduling, offer preparation, onboarding activities.
  • Experience conducting Training Needs Analysis (TNA), administering training programmes/logistics/records/costs/reporting for audit purposes is highly valued.
  • Direct involvement in submitting statutory surveys such as MOM or Mercer surveys with strong attention to data accuracy/timeliness is required.
  • Comprehensive understanding of Singapore employment practices/labour regulations with proven ability to ensure compliance across all HR activities is necessary.
  • Good-to-have experience includes payroll processing/supporting payroll data management alongside general HR administrative tasks.
  • Exceptional organisational skills coupled with analytical thinking abilities are vital for managing multiple priorities under tight deadlines effectively.
  • Advanced proficiency in Microsoft Office applications (Excel/PowerPoint/Word) is expected along with excellent interpersonal communication skills.
